  1. This comprehensive air training program, established December 1939, gave control of training schools to the Royal Canadian Air Force. In total, the RCAF trained 130,000 aviators, roughly half of the Commonwealth's pilots. A boost to both the aeronautics industry and the Canadian economy, the program also helped the cause of national unity, effectively burying the politically divisive issue of conscription.
